Russia to Launch Legally Binding Document Signing in MAX Messenger

Russian users of the MAX messenger will soon be able to sign official documents directly in chat, using a qualified digital signature integrated with the state-backed GosKey app.

The new feature was officially announced by Oleg Kachanov, Russia’s Deputy Minister of Digital Development, Communications, and Mass Media. The digital signature will comply fully with Russian law and carry complete legal force. To access the function, users will need to update the MAX app and connect it with GosKey. Any document sent through a dedicated channel in the messenger can then be signed.

At the same time, MAX is rolling out its “Digital ID” service — a digital equivalent of paper-based identification. Citizens over 18 will be able to confirm their age, student status, or large-family parent status via a dynamic QR code embedded in their profile. Creating a Digital ID requires updating both MAX and Gosuslugi apps and completing a simple selfie-based verification.

The messenger has also introduced a feature for recording and sending short “circle” video messages of up to one minute. Accessing the feature likewise requires updating the app.

With these additions, MAX is evolving from a simple communication tool into a multifunctional, secure platform for everyday tasks.
