St. Petersburg’s Smart Utilities Become a Model for Russia

At a national housing and utilities forum, St. Petersburg showcased its digital platforms that have made city management more transparent and efficient, setting a benchmark for the rest of the country.

Deputy Governor Evgeny Razumishkin presented the city’s sweeping digital transformation in housing and utilities at the plenary session of Russia’s nationwide utilities forum. He detailed how St. Petersburg’s approach has reshaped the sector.

The flagship initiative is a Unified Coordination Platform that already oversees 94% of all excavation work in the city. State-run management companies now operate in a shared digital environment, which streamlines data flows and maximizes transparency.

Artificial intelligence has also been integrated into city maintenance. In collaboration with Rosatom, officials developed a control center and monitoring system that tracks the quality of cleaning. Even a pilot app for street cleaners provides real-time updates, giving a comprehensive picture of city conditions.

St. Petersburg’s experience shows that modernizing utilities is not a vision of the future but a present reality. These solutions cut costs, raise residents’ quality of life, and give utility workers new tools for efficiency. The city is emerging as a national leader in the technological transformation of urban infrastructure.
