Russia’s AI Cameras Are Now Catching Scooter Riders Who Break the Rules
In the city of Tula, smart cameras powered by artificial intelligence are testing a new frontier in urban surveillance — flagging reckless scooter riders, smokers, and dog walkers in restricted areas.

Russia is expanding how it uses AI-driven monitoring systems in public spaces. In Tula, a pilot project is introducing smart cameras that can automatically detect rule violations in real time — not only by drivers but also by people on electric scooters.
Developed by the Moscow-based tech company NtechLab, the system uses neural networks to process live video feeds and identify minor infractions such as unsafe scooter riding, smoking in prohibited zones, or walking pets where it’s not allowed. When the AI detects a violation, it immediately sends the information to emergency and municipal services.
Smarter, Safer Cities
NtechLab, a technology partner of the state corporation Rostec, says its goal is to make urban life in Russia safer, cleaner, and more efficient.
The company’s technologies are already being used in multiple Russian regions, part of a broader national effort to integrate artificial intelligence into city infrastructure — from environmental management to public safety systems.
