A Virtual Service for Civil Servants Launches in Bashkortostan
It is expected that the new platform will make public services more prompt and efficient. If these forecasts are confirmed, the project may stimulate the emergence of new domestic digital solutions.

Changes for Civil Servants and Citizens
The Ministry of Digital Development of the Republic of Bashkortostan, together with Rostelecom, is launching a pilot platform called the “virtual service for civil servants.” The goal of the new project is to improve the efficiency of government employees by automating routine processes: quick search and retrieval of information, assistance with summarizing, data compilation and preparation of decisions. The platform is designed for staff members of government bodies.
As part of the pilot, testing is already underway in Bashkortostan: around 200,000 employees are already using the service. It is expected that the platform may significantly ease routine administrative work, save time and improve the quality of decisions made by using AI.
The creation of such a platform for the Russian IT sector is an important step in expanding the use of AI and digital platforms in public administration, stimulating the development of domestic solutions and the adoption of AI in the public sector. In this case, changes will appear both in the work of government employees and in the lives of ordinary citizens, who will notice faster and more efficient delivery of public services.

A Foundation for AI
Soon the platform may be scaled across all levels of public service, from municipalities to regional and federal structures, thus becoming an important element of digital government administration. Given the cooperation between the Ministry of Digital Development and Rostelecom, integration of the service with other digital tools of the public sector is also possible, which would increase efficiency and standardization of operations.
The platform may also become a foundation for future AI services: automated reports, predictive analytical tools and recommendations for managerial decisions.
If the platform proves successful, over the long term it could become a precedent for exporting similar solutions to other regions and countries interested in digitalizing government administration.

Systemic Digitalization
In recent years, a stable trend has emerged toward shifting from simple “electronic services for citizens” to the digitalization of internal government processes, automation of document management, integration of AI and interoperability between agencies. This is supported by research and analytical reviews from 2022–2024.
According to published information, Russia is transitioning from traditional e-government to GovTech, in which information technologies change the very principle of how public administration functions.
In November 2025, it became known that the Government Office of the Russian Federation began using AI-based systems for document recognition (including handwritten materials), identifying responsible executors, checking spelling, preparing brief summaries and drafting response documents. Overall, as of the end of 2025, the scale of electronic document management usage has significantly increased: federal and many regional authorities are connected to a unified information environment. Such transformation can already be described as systemic digitalization of government agencies.

A Logical Step
Against the backdrop of digitalization and external pressure (sanctions, import substitution), the launch of a domestic service for civil servants is a logical and timely step. If the project is successful, it may become a baseline solution for many sectors and regions of Russia.
Specialists will need to examine all advantages and risks of the new approach, as well as its transparency, efficiency, privacy and resilience. And of course, preliminary results of the platform’s application will play a key role – it is they that will determine the further development of the project.
