Changing the Digital Landscape

From Connectivity Provider to Systems Integrator: Russian telecom operators are becoming trusted partners for regional governments as they implement the national Data Economy program.

At the St. Petersburg International Economic Forum (SPIEF 2026), the government of the Orenburg Region signed strategic agreements with two of Russia’s largest telecom operators, Beeline and MegaFon. The joint initiatives call for the deployment of AI technologies in public administration and healthcare, helping improve both the quality and speed of services delivered to residents.

Digital Shield for the Public Sector

The agreement with MegaFon is focused on expanding the use of Russian digital services across government agencies and public institutions. The foundation of the project will be the operator’s cloud data centers, which are expected to improve the reliability of information systems, reduce the risk of technical failures, and provide a high level of data protection.

Particular attention will be given to advanced communications technologies for emergency response and operational services. The region plans to actively deploy secure digital radio communications based on the DMR standard. This technology delivers high audio quality while providing strong protection against unauthorized interception. Another key advantage is its ability to integrate seamlessly with existing data transmission networks. Meanwhile, MegaFon will continue expanding telecom infrastructure in remote parts of the region. Over the past year alone, under the federal UTSN 2.0 (Eliminating the Digital Divide 2.0) program, MegaFon brought voice and internet services to 50 small communities with populations of fewer than 1,000 residents. The operator also significantly strengthened coverage along sections of the M-5 Ural highway. Going forward, infrastructure upgrades will continue along major federal and regional roads as well as key railway corridors.

Cloud Services for Government, AI for Healthcare

Beeline plans to expand a cloud platform for state and municipal information systems in the Orenburg Region. That platform will provide reliable and flexible support for digital services used every day by residents and businesses. Particular emphasis will be placed on artificial intelligence projects, including tools for government administration, citizen request management, and AI-powered voice assistants.

Healthcare digitalization will be another major focus area. Intelligent technologies will be deployed in cardiology and pathology, helping improve diagnostic accuracy and increase the effectiveness of medical professionals. The partnership also includes projects aimed at modernizing the urban environment. These initiatives cover the expansion of public Wi‑Fi networks, upgrades to telecommunications infrastructure, and the deployment of digital parking management solutions in Orenburg.

Digitalization Without Limits

Russia launched the Data Economy and Digital Transformation of the State national project in 2025. Its primary goal is the comprehensive digital transformation of public administration, municipal governance, the economy, and the social sector. According to research by J’son & Partners Consulting, telecom operators are emerging as key drivers of digitalization by offering integrated solutions ranging from Smart City systems and the Industrial Internet of Things (IIoT) to secure communications networks that support critical security requirements.

For example, MegaFon continues to expand regional digital infrastructure through the deployment of comprehensive applied IT solutions. In 2024, the company signed an agreement with the Irkutsk Region to expand network coverage and support the digitalization of tourism, housing and utilities, and environmental management, while placing special emphasis on cybersecurity protection for critical information infrastructure. In the Sverdlovsk Region, the partnership is focused on using Big Data to analyze tourism flows and monitor urban environments. In 2025, MegaFon and the government of the Moscow Region agreed to develop infrastructure projects that include migrating key housing and utilities enterprises to Russian software and deploying M2M solutions. The operator has already installed smart sensors at 500 boiler facilities across the region to monitor pressure and temperature, providing engineers with rapid alerts when problems occur.

The Telecom Industry Responds to New Challenges

Other telecom operators are also expanding partnerships with regional governments. MTS signed strategic agreements with the governments of the Novgorod and Kirov regions. In the Novgorod Region, priorities include the development of digital trunked communications for emergency situations, modernization of intelligent transportation networks, and the use of AI in social services and forest fire monitoring. In the Kirov Region, efforts are focused on expanding LTE coverage along federal highways.

Rostelecom signed digital partnership agreements with the Altai Republic, the Smolensk, Kaluga, and Krasnoyarsk regions. Among the company’s successful projects is the deployment of a unified AI-enabled radiology system in the Kemerovo Region, which has already processed more than 100,000 medical images and significantly accelerated the diagnosis of serious conditions. In Perm Krai, Rostelecom connected the first AI-powered voice robot to the region’s Unified Healthcare Information System. Telecom operator T2 announced plans to invest more than 3 billion rubles (approximately $38 million) in the development of digital infrastructure in the Rostov Region.

Russian telecom operators have evolved from building individual products to delivering comprehensive technology ecosystems. In practice, they have demonstrated their ability to provide regions and enterprises with integrated, technologically sovereign, end-to-end digital solutions.

Consistently transitioning to domestic digital solutions is a matter of technological independence and the resilience of the entire public administration system. We are already advancing this work in the Orenburg Region by developing communications infrastructure, expanding internet access in small communities, and strengthening the security of government information systems. Our agreement with MegaFon will accelerate the deployment of Russian IT solutions, improve the quality and reliability of public services for residents, and create an additional foundation for the region’s digital economic development
