Russia Expands Digital Platform to Connect Business and Government

A new federal feedback platform, POS.Business, is helping entrepreneurs across Russia streamline communication with authorities, reduce bureaucracy, and speed up investment decisions.

Russia’s ongoing digital transformation of public administration has reached a new stage with the regional rollout of POS.Business—a federal feedback platform that connects entrepreneurs directly with government agencies. The platform is being integrated into the national Gosuslugi (Public Services) portal, marking another step toward a unified ‘digital state’ model.

From Pilot Project to Nationwide Rollout

In recent months, the Kirov and Novosibirsk regions joined the platform, following Karelia and the Saratov region earlier this year. Regional authorities designate local agencies responsible for managing business inquiries—for example, the Kirov Region’s Investment Development Agency serves as the system’s operator.

POS.Business is now part of Russia’s regional investment standards, allowing entrepreneurs to submit requests, complaints, or proposals directly to government bodies and receive prompt consultations.

Eight Categories, Real-Time Response

When submitting an inquiry, users can select from eight categories—including construction, infrastructure connections, workforce development, roads, real estate, land use, natural resources, and investor support.

Responses are fast: consultations are provided within five days, assistance is delivered within ten, and complex cases are resolved within a month. POS.Business functions as a key instrument for reducing administrative barriers, increasing transparency, and accelerating decision-making across government agencies.

For Russia’s IT industry, the scaling of such digital systems ensures steady demand for software development, integration, and support of business-government digital interfaces. POS.Business represents a major milestone in Russia’s broader ‘digital state’ strategy—one aimed at improving governance efficiency and expanding the formal economy through greater transparency.

Building a Digital Dialogue

Russia’s e-government infrastructure continues to evolve. The Gosuslugi portal, launched as part of the national ‘Data Economy’ project, initially focused on citizen services but later expanded to include business registration and operational tools. The feedback platform followed a similar path—first launched for citizens, then scaled to entrepreneurs after successful pilots in 29 regions.

Entrepreneurs can also access support through the SME.RF digital platform, introduced in 2022. Today, it serves over 1.4 million registered users and offers more than 35 online services, including business training, insurance, loans, and access to procurement opportunities. Together, these platforms form a unified digital ecosystem that empowers small and medium-sized enterprises (SMEs) and strengthens the country’s data-driven economy.
