Russia Is to Digitize River Transport

Every vessel is to be entered into a unified registry, with the system tracking the movement of all cargo along the country’s rivers.

Russia is creating a Unified Digital Registry of River Transport, the профильное министерство said. The system will include all river ports, vessels, and vessel owners. It will allow authorities to track cargo loads and movements across Russia’s rivers in real time. As Deputy Transport Minister Boris Timashov said, the goal is to build a detailed, end-to-end picture of the entire river transport infrastructure.

“We need to conduct an inventory and create an electronic registry of river ports,” he added.

A Competitive Logistics Service

The ministry is currently defining the scope of the data and the rules for entering it into the registry. Final requirements are expected by the end of February. Officials say the digital system will make it easier to plan operations, guide investment decisions, and shape budget planning.

In 2027, the Transport Ministry plans to introduce electronic document management. According to Timashov, this will make river transport a fully fledged, convenient, and competitive logistics service.

According to the ministry, 13 million people were transported on Russia’s rivers last year. More than 100 river ports are currently in operation nationwide.

Transport Minister Andrey Nikitin said Russia still needs to build an end-to-end digital monitoring system for the transport process, one that would ensure transparency, data reliability, and effective oversight of the sector.
