Russia Prepares for Mass Rollout of Driverless Transport by 2027
The Ministry of Transportation is drafting legislation that will open the way for widespread use of autonomous cars, trucks, and even trams.

Russia’s Ministry of Transportation has developed a draft law that defines liability zones for all participants in the driverless vehicle market: manufacturers, owners, operators, and service centers.
In case of an accident, responsibility will be distributed according to its cause. If the incident results from a malfunction in the autonomous system, the manufacturer will be held accountable. Owners will be liable for misuse or unauthorized modifications, while service centers will face penalties for poor repairs or failing to install mandatory updates.
Officials emphasize that these unified rules will apply to all categories of autonomous transport—from passenger cars to trucks and buses. The legislation also anticipates regulations for self-driving trams.
