The “Postuplenie v vuz onlain” (Online University Admission) service lets applicants submit documents to multiple universities nationwide at once. It also helps them select a field of study using clear, structured criteria.

The Gosuslugi portal continues to expand its “Postuplenie v vuz onlain” super service, which helps applicants choose both a field of study and a university. Users can filter options by exam scores, Unified State Exam subjects, region, study format, and the availability of dormitories and military training departments.
Expanding Access Beyond Major Cities
Beyond its practical value, the service reflects a mature stage of applied digitalization in public services. “Postuplenie v vuz onlain” is part of the “Gosudarstvo dlya lyudei” (State for People) initiative and helps applicants compare options and select programs more efficiently. The platform lists more than 1,000 universities and over 1,100 academic programs. This is especially significant for students in smaller towns who cannot travel to Moscow or St. Petersburg for campus events. The service effectively levels access, giving them the same opportunities as applicants in major metropolitan areas.

Toward Smarter Education Choices
In the long term, this platform-based model could become an exportable solution. A unified catalog of life scenarios, deep interagency integration, standardized user experience, and the use of large-scale education data combined with a citizen’s personal account create a model that may appeal to countries where the state plays a strong role in education and social policy.
Within Russia, however, the service has even greater potential. As part of Gosuslugi, it will continue to integrate with other government services as digital transformation progresses. Additional parameters may be introduced to refine how applicants choose their field of study. Users will also be able to submit applications directly within the platform, without switching systems.
A Widely Adopted Digital Service
“Postuplenie v vuz onlain” launched on Gosuslugi in 2021, giving applicants across the country their first opportunity to apply remotely to multiple institutions. In 2024, the Ministry of Digital Development of Russia reported that users could also track admission rankings through the platform. According to the Russian government, more than 2 million applications have already been submitted via Gosuslugi. By the end of 2025, the service had become the most popular federal “life situation” on the platform, attracting nearly 10 million users.

Similar models are emerging internationally. In the United States, the Direct Admissions model offers applicants a streamlined path to enrollment through a unified platform, with 119 colleges participating in the 2024–2025 cycle. In the United Kingdom, the UCAS platform provides a centralized digital interface for searching programs and institutions. The shift toward digital decision-making in education is a global trend, and Russia is actively advancing in this direction.
From Application Tool to Education Navigator
The “Postuplenie v vuz onlain” service shows that the government is moving beyond digitizing individual documents and toward supporting complex user journeys where individuals must make informed decisions. The next phase will likely bring greater personalization. Integration with career guidance, career pathways, labor market data, and targeted admissions is expected. The platform may also introduce recommendations based on user profiles, turning it into a comprehensive navigation tool for the education system.
