Russia Reports Early Results From Anti-Cyber Fraud Measures

Lawmakers say new legislation is helping reduce cybercrime, with cases down 12.5 percent in 2025

Cybercrime in Russia has declined, according to Vyacheslav Volodin. Law enforcement data show that the number of offenses fell by 12.5 percent in 2025, totaling more than 640,000 cases. Volodin said measures adopted by the State Duma are delivering results. Lawmakers have passed 11 federal laws aimed at countering cybercriminals and are currently reviewing three more.

“Protecting our citizens and safeguarding their savings is our absolute priority,” Volodin said.

From Laws to Education

According to the Central Bank of Russia, fraud in lending has dropped by 40 percent. Since last year, Russians have been able to set a self-imposed ban on loans through Gosuslugi. Millions of people have already used this safeguard.

Volodin said further action is needed, as fraudsters continue to evolve their tactics.

“It is important that our coordination with relevant agencies—particularly in analyzing enforcement practices and, where necessary, refining legislation—remains ongoing,” he said.

Authorities are also expanding prevention efforts, including public awareness campaigns, cyber literacy lessons, and dedicated training programs for older adults.
