Strategy ‘IT-Landscape 2025’ Will Give a Powerful Boost to Utility Digitalization

The Russian Ministry of Construction has unveiled the “IT-Landscape for Housing and Public Utilities 2025,” a strategy setting the path for a large-scale digital transformation of one of the country’s most conservative yet socially important sectors.

The strategy marks a shift toward deeper automation across core housing and utility operations in Russia. By digitizing key processes, the initiative aligns with global best practices in property and infrastructure management, where automation reduces costs and improves service reliability.

From Routine to Automation

The plan emphasizes smart management systems for residential buildings and public utilities. Automated metering, billing, reporting, and document workflows will significantly reduce administrative burden. A unified digital platform will allow transparent data exchange among service providers, management companies, and residents, replacing fragmented systems and improving communication.

For residents, the strategy will simplify access to services via mobile apps and online accounts — enabling one-click bill payment, meter submissions, and issue reporting.

At the national level, the initiative strengthens technological sovereignty by prioritizing domestic software and hardware, while reducing energy consumption, operating costs, and accident rates.

• Digital twins of buildings and engineering networks, supporting predictive maintenance and optimizing operational work.

From Early Steps to Systemic Change

Russia has already taken significant steps toward modernization. Over the past five years, the national project “Infrastructure for Life,” the nationwide GIS Housing and Utilities system, and multiple pilots involving smart meters and automated dispatch systems have laid the groundwork.

Yet “IT‑Landscape 2025” is the first holistic roadmap to synchronize all efforts on the federal level.
