A Government Chatbot to Help People Find Jobs in Yakutia

A new Telegram chatbot launched by the regional employment authority automates job search and training services and could become the primary digital interface for employment support in the region.

A single digital entry point for job seekers

The State Committee for Employment of the Sakha Republic (Yakutia) has launched a new Telegram chatbot designed to automate the delivery of public employment services. The bot supports job search, training for in-demand professions, and structured feedback collection from citizens. The project’s core objective is to maximize digital interaction between residents and the employment authority, accelerate data analysis, identify growth points in state support, and eliminate service gaps.

Through the chatbot, users gain fast access to employment services and can leave structured evaluations of service quality. For public agencies, the solution reduces the volume of manual request processing, enabling faster response times and improving overall service quality.

From basic automation to AI-driven services

Early-stage analysis of the chatbot’s operation points to several potential development paths. Most notably, the introduction of AI modules is expected, which will require the creation of a knowledge base and the training of a dedicated model. Such upgrades would enable automated responses to citizen inquiries and significantly reduce the workload on human operators, while improving the precision of data-driven management decisions.

Our country’s strategy on artificial intelligence is not to restrict it, but to lead and secure top global positions. Yes, concerns about response accuracy may be justified, but AI technology enables continuous improvement in the precision of digital assistants

The effectiveness of employment service automation has already been proven internationally. Telegram chatbots are widely used for HR support, training programs, and user communications across both public and private sectors. Integration with national messaging platforms is also under consideration, including the potential migration of chatbot functionality to the MAX messenger.

Chatbots as a global standard for public services

The use of Telegram chatbots for service delivery – including employment, training, and government support – has become a global trend that continues to gain momentum each year. One example is the EU4YOUTH Telegram chatbot launched in Moldova to improve awareness of labor standards.

Large-scale adoption of corporate chatbots for HR automation began as early as 2022. In 2023–2024, governments began deploying chatbots to support citizens in accessing public services. By 2025, this trend had continued, making the Yakutia chatbot a logical extension of broader digital government efforts.

Making chatbots the backbone of employment services

The launch of the new chatbot marks a significant step in the digital transformation of employment services. It accelerates interaction between citizens and public authorities while improving the quality of state-provided support.

In the coming years, integration with other digital employment platforms is expected, including regional public service portals and government mobile applications. Over the longer term, the chatbot could become the primary communication channel for employment and training services in the region, mirroring global automation practices. This outcome is especially likely if AI modules are successfully integrated, further enhancing accuracy, speed, and service quality.
