Expert Expects Next Wave of Import Substitution in Cybersecurity by 2030

After three years of rapid growth, the information security market is moving toward a more measured level of demand.

2025 has marked a year of gradual transition for Russian cybersecurity vendors, shifting from three years of rapid expansion to a calmer demand environment, according to Fyodor Dbar, commercial director of a security company, speaking to IT Russia.

“This is primarily because most domestic organizations have already completed import substitution – at least for the most sensitive cybersecurity products – and have postponed further migration to a later date,” the expert explained.

As a result, developers, including Kod Bezopasnosti (Code of Security), now have the opportunity to focus on improving service support for existing customers, collecting feedback, and intensifying work on the development of current products.

The expert suggested that the next surge in interest is likely to occur in 2029–2030, as a new deadline under the import substitution program approaches.

Expansion Into Foreign Markets

Among the plans for the coming year is an increase in the number of projects in overseas markets. However, Kod Bezopasnosti has been actively pursuing this direction for several years already.

“We have contacts with various organizations in South America, as well as countries in Asia and the Middle East. It is worth noting that foreign markets are extremely important for Russian technology companies, as they allow them to expand their installation base. This provides both broader and more detailed feedback, as well as greater financial resources for investment in the development of specific products,” Fyodor Dbar concluded.
