Russian Regions Move to Set Up IT Consortia
Government, academia, and business are joining forces to collaborate on cybersecurity and emerging technologies.

Russia is actively establishing information technology consortia. These regional or sector-specific alliances bring together businesses, research institutions, and government bodies to jointly develop specific IT domains.
In the Orenburg Region, for example, such a consortium has been operating since 2023. Its work focuses on developing talent pipelines and aligning educational programs with business needs, creating conditions for innovation and investment, and engaging young people expected to replenish the IT workforce.
Similar alliances across Russia have enabled the development of breakthrough cybersecurity solutions and software, as well as educational projects in artificial intelligence and big data analytics.
Serve the Common Interest
Consortia serve as platforms for strategic sessions, the formation of competency frameworks, and the drafting of proposals to introduce digital services into public administration, business, and education. Participating companies also share their technological developments.
In earlier remarks, Prime Minister Mikhail Mishustin highlighted the importance of IT consortia for developing complex solutions, noting that it would be counterproductive to invest in high-quality technologies while remaining confined to narrow institutional silos. Cooperation, he said, makes it possible to create solutions that serve many companies at once.
