Digital Sports Medicine Tools Set for Testing in Sakhalin
Authorities and industry partners are launching pilot projects to digitize athlete clearance and enable secure medical data exchange.
An international forum, Tsifrovoy mayak: upravleniye na osnove dannykh (Digital Beacon: Data-Driven Governance), was held in Yuzhno-Sakhalinsk, where Sakhalin regional authorities, BARS Group, and the National Center for Sports Medicine under Russia’s Federal Medical-Biological Agency (NCSM) discussed plans to roll out a digital transformation of athlete clearance procedures and medical data exchange. The region will serve as a pilot site for testing these initiatives.
Unified Digital Clearance for Athletes
The first pilot focuses on implementing the system Edinyy tsifrovoy dopusk sportsmena (Unified Digital Athlete Clearance). The national center will register regional physicians in the system, while the regional sports medicine dispensary will populate it with data. Athletes will undergo in-depth medical examinations and receive certificates with QR codes, which dispensary doctors will upload to the system. Competition regulations will need to be updated to accept digital certificates and to verify athlete eligibility online before events.
Secure Data Exchange
The second objective is to establish secure exchange of medical documents. Dispensary physicians will generate structured electronic records within the regional medical information system and transmit them to the federal system via the NCSM integration platform. Data will be transferred through secure communication channels using a digital product developed by BARS Group. This will allow the center to send medical examination reports back to the Sakhalin dispensary.
Sakhalin will also pilot interaction mechanisms between regional and federal systems, with several other regions expected to join the project.
