In Russia, AI Is Helping Administer Tax Payments

Russia’s Federal Tax Service has been steadily strengthening the technological backbone of its operations. Job postings on specialized platforms show growing demand within the agency for data analysts and IT specialists.

The technology shift is making it possible to merge local tax offices and reduce staffing levels by cutting the need for manual processing.

Desk Audits Without Human Involvement

Core elements of the tax service’s digital infrastructure include AIS Nalog-3 (Automated Information System Nalog-3) and VAT control systems. They are designed to cross-check tax and accounting reports, banking data and cash-register records, counterparty chains, and financial flows.

Over recent years, the number of on-site tax audits has fallen sharply, even as tax revenues to the consolidated budget have continued to rise.

Automated Oversight

Systems such as ASK NDS (Automated VAT Control System), ASK Pribyl (Automated Profit Control System), and other analytical modules are used to assess risks and select taxpayers for deeper scrutiny. In some cases, data produced by these systems is cited in court proceedings. At the same time, the tax service is expanding digital services for businesses, including tools to assess counterparties and estimate a company’s own tax burden.

AI as the Next Step

The Federal Tax Service does not disclose details of its AI rollout, but it is known to be working with Sber on the use of machine learning in analytics. The agency also deploys an AI-powered chatbot and algorithms that analyze data from online cash registers. For 2026, more than 82 billion rubles (about $900 million) has been allocated to the development of digital technologies at the service.

Experts expect further growth in automated tax oversight and broader integration of data from government and financial systems.
