Novosibirsk Region has become the first in Russia to fully digitize wildlife management, bringing all biotechnical activities into a unified online system

Novosibirsk Region became the first region in Russia to completely transition its wildlife management system to a digital format in 2025. The entire workflow for participating in biotechnical activities is now conducted online, transforming a traditionally paper-heavy process into a modern digital service.
Individuals responsible for preserving and increasing wildlife populations can now submit applications, receive work assignments, and file reports entirely online. All interaction between contractors and the regional Ministry of Natural Resources is handled through the national Gosuslugi platform.
Signed With a Digital Key
The mobile app Gosklyuch is used for signing contracts, eliminating the need for in‑person visits to the ministry. The pilot launched in May 2025, and by August, 100 percent of all work orders were available online.
According to Alexey Sevastyanov, Deputy Minister of Natural Resources and Ecology of Novosibirsk Region, the new digital services have made the entire process simpler and more transparent for hunters and contractors. Efficiency in conservation work has increased significantly. Thanks to the completed assignments, hundreds of salt licks and feeding stations have been built, and new feeding fields have been planted—directly contributing to the growth of wildlife populations.
Scaling Digital Conservation Across Regions
After testing, the system may be expanded to other regions. Digital technologies today play a key role in monitoring forest conditions—helping authorities respond quickly to illegal logging, detect fires early, and track the health of green areas.
