Moscow Residents Can Approve Apartment Renovations Online

All procedures for approving apartment renovations in Moscow have now moved fully online.

In 2025, Moscow residents submitted more than 32,000 online applications to approve apartment renovations. That became possible thanks to a new service called Navigator po Pereustroystvu i Pereplanirovke Pomeshcheniya (Navigator for Apartment Alteration and Renovation). The service helps residents understand which types of repairs require approval from the Moscow Housing Inspectorate and which do not. The update was announced by Pyotr Biryukov, Moscow’s deputy mayor in charge of housing, utilities, and urban improvement.

All renovation-related procedures are now handled exclusively through the official mos.ru portal. Residents can submit applications, track their status, and receive decisions remotely, significantly reducing the time required.

Faster, Without Complex Project Designs

The number of applications to approve upcoming renovation work rose by 11% to 15,000. Another 8,000 applications concerned the completion of previously approved changes, while about 7,000 residents applied to legalize renovations that had already been carried out. More than 2,500 residents were able to legalize changes by submitting only a sketch, without preparing a full technical project. This applies, for example, to moving non-load-bearing partitions or installing built-in wardrobes.

The review period for applications has been cut from 30 to 20 business days. All approved changes are now automatically registered with Rosreestr.

Earlier, IT Russia reported that the Dobrodel (Good Deeds) app had become a universal digital platform for residents of the Moscow region in 2025, bringing together core public services and tools. Users can resolve issues without visiting government offices — a smartphone is enough.
