Robots Are Coming to the Streets: Russia’s Utility Sector Faces a Technological Revolution

Within the next five years, robots are set to replace most low-skilled labor in Russia’s housing and utilities sector, marking a major shift toward automation and efficiency.

Russia is entering a new phase of digital transformation in public utilities, with robots poised to take over physical tasks such as street cleaning, snow removal, and maintenance. Government officials say the move will address chronic labor shortages and replace up to 95% of low-skilled workers, making municipal services more efficient and reliable.

According to State Duma deputy Andrey Svintsov, robots will handle most of the physical workload in the sector. This, he noted, will reduce the need for foreign labor and fill long-standing vacancies that have remained unattractive to human workers.

Falling Costs, Rising Adoption

The growing availability of domestic robotics technology and localized manufacturing is expected to make such machines more affordable. Using Russian-developed software will further accelerate large-scale adoption and integration into city infrastructure.

Analysts believe that the mass deployment of robotics in the utilities sector is not a distant dream, but an achievable goal within the next five years. This transformation could not only modernize Russia’s housing and utilities system, but also serve as a model for other countries facing similar workforce and productivity challenges.
