Russia and India are exploring a new cooperative framework that could position both nations at the forefront of artificial intelligence and cybersecurity, leveraging Russia’s resilience-driven tech experience and India’s rapidly expanding digital economy

Russian industry leaders propose applying lessons learned during a period when the country’s IT sector secured its own stability after the withdrawal of foreign vendors and successfully repelled large‑scale cyberattacks. According to Valentin Makarov, president of the software industry association RUSSOFT and head of a business mission of Russian developers in New Delhi, this trajectory has drawn significant interest from India, whose fast‑growing economy also seeks independent defense tools and lower dependence on external technology providers.
A Joint Global Center of Competence
A key part of the negotiations includes technology transfer, joint software development, and the creation of enterprises focused on producing proprietary digital products. Makarov notes that Indian partners are particularly interested in strengthening the protection of government systems and in gaining the ability to manufacture modern digital solutions domestically. With India’s human capital combined with Russia’s engineering tradition, both sides see an opportunity to build a world‑class shared competence center.
Comprehensive Cooperation
The business mission, organized by RUSSOFT with support from the St. Petersburg Export Support Center and the Russian Trade Mission in India, includes discussions on localizing Russian software for the Indian market, exploring cooperation prospects in IT and telecom, and identifying resources for joint technological projects.
