Russia’s Telecom Sector Shows Steady Growth, Says Digital Minister

At a recent industry summit, Russia’s Minister of Digital Development praised the country’s telecom sector for its stable pricing and expanding infrastructure.
Speaking at the TAdviser SummIT 2025 conference, Russian Minister of Digital Development Maksut Shadayev shared an optimistic view of the country's telecommunications industry. He described the sector’s current state as 'decent' and highlighted its positive growth trends.
One of Shadayev’s key points was that mobile and internet tariffs have remained relatively stable. Meanwhile, average revenue per user (ARPU) has risen by 15–16%, which he interpreted as a sign that telecom services in Russia remain affordable and widely accessible.
Shadayev also pointed to notable improvements in infrastructure. The number of base stations has increased significantly, extending network coverage nationwide.
“The number of LTE stations has grown 2.5 times over the past five years. Today, 70% of home internet users enjoy speeds of 100 Mbps or more. The infrastructure is scaling up,” he emphasized.
In short, a growing number of Russians now benefit from reliable mobile networks and high-speed internet.
