Russia Showcases Smart City Services at International Forum

More than 300 domestic software solutions are already driving housing, transport, and safety management across Russia, with officials pushing toward unified digital city platforms.
At the international “REBUS 2025” forum in Kazan, experts outlined how smart services are being applied in Russia for urban planning, housing management, and even the restoration of historic landmarks.
According to Yuri Mutsenek, Deputy Minister of Construction and Housing and Communal Services, the state housing information system already covers 92 percent of apartment buildings in the country. The next step is to refine the accuracy of the data and roll out more user-friendly online tools for residents.
One of the biggest changes underway is the integration of disparate platforms into a single citywide system. Today, developers, utilities, and transportation companies rely on separate software suites. Soon, all of this will converge into a unified virtual city model, designed to help forecast everything from utility loads to traffic jams and kindergarten capacity.
Kazan’s mayor, Ilsur Metshin, shared the city’s experience. Their database already includes over 20 million urban assets, forming a full-fledged foundation for digital governance. Overall, more than 300 homegrown IT solutions are now operating successfully across Russia’s construction sector.
Summing up the forum, Deputy Prime Minister Marat Khusnullin emphasized that the collected best practices will support the national project “Infrastructure for Life.” He stressed that these tools will accelerate the creation of a modern, comfortable urban environment for everyone.
