Russia to Build New Microchip Plant in the Urals

The federal government backs a new high-tech chip factory in Sverdlovsk region, aiming to reduce dependence on imports.
Russia is moving forward with its push into high-tech manufacturing. A new microchip plant, dubbed 'Karat,' is set to be built in the Ural region by the end of 2026. The project has been officially recognized as promising and market-relevant, according to Yuri Plyasunov, director of the Department of Radio-Electronic Industry at the Ministry of Industry and Trade, who spoke at the Innoprom 2025 exhibition in Yekaterinburg, as reported by Pervy Tekhnichesky.
The factory will be located within the Kosmos Technology Park in the Sverdlovsk region and will cover 15,000 square meters. It will be equipped with modern technology to support the full cycle of microchip production—from design and development to final product output.
The facility is expected to serve as a key supplier of chips for both standard applications and custom orders from design centers and industrial companies across Russia. The Ministry of Industry and Trade has pledged support through a cluster-based investment platform, in collaboration with its partners.
The initiative is part of a broader national strategy to replace imports with domestically produced technologies and build resilience in the face of global supply chain disruptions.
