Moscow’s Otkrytyy kontrol Goes Mobile

Moscow has converted its Otkrytyy kontrol platform into a mobile app, putting regulatory tools directly into the hands of businesses.

The platform, which has been in place for several years, provides access to more than 20 services, including a registry of mandatory requirements, online consultations, self-assessment tools for compliance risks, complaint submission, inspection tracking, and the ability to file documents confirming that violations have been addressed. In practice, the city’s digital infrastructure for interaction between businesses and regulators now fits into a smartphone.

Fewer Fines for Food Service Businesses

That move marks a key step in digitizing the capital’s oversight and enforcement system and highlights the maturity of Russian IT development. By moving another bureaucratic workflow online, Moscow is making operations more predictable for retailers, restaurants, service providers, and other businesses that face regulatory requirements. The logic is straightforward: clearer rules and faster fixes reduce the likelihood of disruptions and conflicts with inspectors.

The App Flags Risks Before Violations Occur

The regional service model can be adapted for other regions. Its GovTech and RegTech architecture – a single entry point, user dashboards, a preventive compliance layer, digital appeals, and mobile access for both businesses and inspectors – also positions it as a potential export product.

Meanwhile, the mobile version makes the platform easier to use for small businesses, where decisions are often made on site rather than in an office. The focus is on prevention: entrepreneurs can assess risks in advance, get guidance, and fix issues before penalties are imposed. Over time, the service may integrate with federal digital oversight systems and pre-trial appeals tools. It may also begin to show users tailored risk profiles and recommended actions based on their industry, facility type, and interaction history with regulators.

Oversight Through a Single Window

The Moscow government approved the creation of the GIS Otkrytyy kontrol (Open Control state information system) at the end of 2020, and the platform launched the following year. By 2024, the number of registered users had exceeded 14,600, while total visits more than tripled to 1.53 million.

In 2025, the city expanded digital oversight further. Remote inspection formats grew, and the Inspektor (Inspector) mobile app became one of the central tools of the reform, with a formal legal framework put in place for its use. According to the office of Russian Deputy Prime Minister Dmitry Grigorenko, about 3,000 remote inspections were conducted during the pilot phase. At the same time, Otkrytyy kontrol continued to add new services. In March 2026, the Ispolnenie predpisaniy (Compliance Orders Execution service) went live, and the platform evolved into a unified workspace for roughly 3,000 inspectors.

The state is not simply moving bureaucratic processes online – it is building a single-window environment tailored to each sector.

More “Smart” Tools for Business

As a result, Moscow is making regulatory oversight mobile, cutting out paperwork and in-person visits. What began as a web-based tool for managing requirements and inspections is now becoming a mobile working interface for continuous interaction between businesses and government.

In the next few years, the number of services for remote procedures is expected to grow. More advanced support tools are also likely to emerge, ranging from personalized alerts to recommendations that help businesses reduce compliance risks. If Moscow demonstrates strong results with the mobile version of Otkrytyy kontrol, the model could serve as a benchmark for other regions.
