Russia Launches AI Service to Assign Construction Experts
St. Petersburg’s Center for State Expertise has developed an AI-powered service that can assign specialists to specific sections of project documentation. The IT solution will be used in the construction industry, where expert review is what makes sure that plans for new buildings, reconstruction or major renovations meet all current technical, sanitary and environmental requirements.

The project was presented at the second Goroda budushchego (Cities of the Future) Development Forum in Perm, where participants discussed urban planning, the development of urban spaces, the development and implementation of new transportation technologies and much more – all areas targeted by the Infrastruktura dlya zhizni (Infrastructure for Life) national project.
AI Suggests the Optimal Workload Distribution
The innovative AI service developed by the St. Petersburg Center for State Expertise was discussed during the “Digital Vertical of the Construction Sector” panel. Participants included Konstantin Mikhailik, Russia’s deputy minister of construction, housing and utilities; Maxim Smirnov, deputy head of Rosreestr (Federal Service for State Registration, Cadastre and Cartography); Artyom Gabdrakhmanov, construction minister of Perm Krai; and Igor Sherstennikov, deputy head of the IT department at the St. Petersburg Center for State Expertise.
The digital product was presented by its development team from the St. Petersburg Center for State Expertise – Vadim Galyauv, Igor Sherstennikov, Ernis Badmaev and Maxim Tsepa. They developed Russia’s first AI-powered software product designed to automatically assign experts to sections of project documentation. It was created to improve expert-review workflows in the construction industry, where distributing workloads among experts is not automated and takes considerable time.

Advances in artificial intelligence have allowed the team to make the system more convenient and transparent. Its algorithms analyze a range of data and select an expert based on several criteria:
– assignment history analysis, which reviews the complete record of an expert’s previous assignments;
– assessment of expertise and workload, which takes into account the expert’s current workload and accumulated experience;
– staffing monitoring, synchronized with vacation, sick leave and business travel schedules;
– profile matching, which compares the type of project with the field in which the expert is certified;
– and a fairness principle, under which candidates are recommended with an even distribution of workload in mind.
The AI service thus acts as an intelligent assistant.

The software helps the specialist responsible for assignments make decisions quickly by handling the routine analysis of large volumes of data. The final decision on assigning an expert, of course, remains with a human, preserving professional oversight at every stage of the review. The digital product was created to improve internal processes at the St. Petersburg Center for State Expertise and make expert assignment faster, more accurate and more efficient through machine-learning algorithms. One of the service’s notable advantages is that its logic incorporates the principle of fairness, so the system recommends candidates with an even distribution of tasks in mind, helping prevent individual experts from becoming overloaded.

In Step With Global Trends
The Center for State Expertise’s digital solution is Russia’s first service designed to automate expert assignment. The algorithm analyzes large volumes of information – from an expert’s assignment history to vacations and business trips. The system then recommends which sections of the documentation should be assigned to which experts. This goes beyond electronic document management: it automates part of the decision-making process itself. The service is being developed as part of a broader Russian trend toward using artificial intelligence to process documentation, retrieve information and automate reviews. In the future, faster and more efficient assignment of specialists could reduce delays in the review of housing and infrastructure projects.
The Center for State Expertise’s software is a practical example of Russian AI being deployed in a government institution’s operational workflow, specifically in construction review, specialist certification and project documentation. If the project proves effective, it could be replicated in other Russian regions.
