Russia Shifts to AI-Driven Oversight to Prevent Business Violations

Authorities are moving from punitive inspections to predictive, risk-based monitoring.

Russia is transitioning its business oversight system into a fully digital format, with a growing emphasis on preventing violations rather than punishing them. President Vladimir Putin said at a meeting of the Russian Union of Industrialists and Entrepreneurs that inspections are now recorded in a unified information system, reducing their number while making them more targeted.

“All stages of inspections have been digitized and reflected in the information system. Their number is decreasing, while effectiveness is increasing. At the same time, the purpose of inspections is fundamentally changing. Previously, oversight bodies were looking for violations. Now the goal is to prevent them, including through the use of artificial intelligence,” Putin said.

Risk-Based Model

The shift reflects a broader move toward a risk-based approach that has been gradually introduced into the state oversight system. Companies are categorized by risk levels, and inspection frequency depends on the likelihood of violations. AI systems aggregate data from multiple sources, including tax filings, industry indicators, and a company’s history with regulators, to build a risk profile.

For the state, the new model creates a more predictable and manageable oversight framework. Inspections are becoming part of continuous monitoring rather than one-off events.
