Messages From Russia’s State Services Will Now Arrive Directly in the MAX Messenger
Russia is expanding its digital public‑service ecosystem by integrating the MAX messenger with the country’s main government services portal, enabling alerts, payments, and medical scheduling directly inside the app

Notifications from Russia’s unified public‑service portal are now available directly inside the national messaging app MAX, the platform’s press service announced. The update allows users to receive real‑time alerts about medical appointments, the status of government applications, and issued fines — all of which can be paid instantly within the app.
To activate the feature, the phone number linked to a user’s MAX account must match the number registered on the public‑services portal.
Since August, organizations have also been able to send documents requiring a digital signature through the MAX chat‑bot using the government’s electronic signature tool, GosKey. And beginning in October, users gained the ability to sign documents themselves inside the app.
A growing ecosystem of service bots
Earlier this year, Russia’s Ministry of Construction and DOM.RF launched a dedicated chat‑bot in MAX for tracking residential‑construction projects. The service provides buyers with required documentation, updates on construction progress, and verification of project status.
More recently, the Ministry of Health of the Moscow region released its own MAX chat‑bot powered by an AI assistant named Denis. The bot helps residents make medical appointments, request electronic certificates, and renew prescriptions for subsidized medications. The system is synchronized with the Unified Medical Information and Analytical System (EMIAS), ensuring that all scheduling updates appear in a user’s personal portal account.
These integrations reflect a broader trend: the consolidation of public‑service tools within a single digital interface. The MAX messenger is evolving beyond basic communication — toward becoming a unified gateway for interacting with state institutions in real time.
