Russia’s Yamal Region Digitizes More Than 60 Percent of Public Services in 2025

The region has become Russia’s leader in this area after rolling out a range of innovative digital services.

Yamal has emerged as Russia’s leading region for the digitization of public services in 2025. More than 60 percent of government services in the region are now available online. These include everyday services – from child registration to university enrollment – as well as more specialized offerings, such as support services for Indigenous peoples. All of them are now accessible through a single digital platform.

The region has also developed its own digital product, the multifunctional Moroshka card. The card allows users to receive electronic certificates for regional support measures, access discounts and partner rewards, and purchase tickets at reduced prices. The number of card users has exceeded 350,000.

Security and Public Order

“Significant attention is being paid to the deployment and development of information systems, especially those using artificial intelligence technologies, as well as to the expansion of a unified video surveillance system,” the Yamal-Nenets Autonomous Okrug’s Department of Information Technologies and Communications told IT-RUSSIA.

AI-enabled cameras monitor activity at public transport stops. If unlawful behavior is detected, the system alerts emergency services and activates an IP loudspeaker.

“As part of a pilot project in Noyabrsk and Muravlenko, technology for detecting stray animals in socially significant areas is being introduced. When animals are detected, the system promptly sends information to animal control services. In cases of aggressive behavior, such as a threat to residents, the system automatically activates a sound or ultrasonic device for safe deterrence,” the department said.
