Max Messenger Tops Russia’s User Activity Rankings

Max has taken the lead, with users in Russia spending an average of 30 minutes a day in the national messaging app. According to Mediascope, between April 1 and 12, users spent over 2 billion minutes per day on Max. Since launch, the app has been downloaded by more than 110 million users.

Other data points tell the same story. In March 2026, the platform’s daily reach topped 80 million users, including not only Russians but also users across CIS countries.

Max is now the most-used app for both work and communication, with Russians spending an average of 30 minutes per day in the app. New features are driving growth. Max now includes a channel recommendation feed, with Stories and comments coming soon. Users just need to update the app to access these features.

There’s a reason behind Max’s rapid growth. The platform combines messaging, government services, and digital documents into a single interface. Users can send messages, make calls, transfer money, verify their identity, and access a range of online services without leaving the app.

Security Comes First

Max is positioned as a national messenger for a reason. It is listed in Russia’s official software registry and comes preinstalled on smartphones sold in the country. Developed by Russian engineers, the platform stores user data on servers located in Russia.

Max also acts as an alternative to foreign communication tools. It is integrated with government agencies and educational institutions, making it easier to access digital public services through a single platform. The messenger is available both as a mobile app and a desktop version.

A Core Channel for People, Business, and Government

The platform is seeing strong growth not only in user numbers but also in engagement. In January, Telegram’s monthly audience in Russia stood at 95.978 million, compared to 73.728 million for Max. Now, Max leads in user activity, with average daily usage reaching 30 minutes per person. That level of engagement signals consistent, everyday use rather than trial adoption.

Users are no longer just testing the service. They are turning it into a platform they use every day, combining secure communication with access to digital services from both government and business. In practice, Max brings together chats, calls, file sharing, documents, an integrated AI assistant, and support for public services in a single environment.

A Convenient Alternative to Global Platforms

Nationwide, Max’s growth points to a broader shift toward digital sovereignty. The platform reduces reliance on foreign services and infrastructure while continuing to add new features. The growth of Max’s user base and engagement offers a clear example of a broader trend: governments are increasingly moving to develop domestic alternatives to global digital products offered by foreign companies.

If Max maintains its lead in user time spent, it could drive further growth in payments, mini apps, document workflows, government interactions, and enterprise use cases. This reflects a broader global trend, where countries invest in their own digital ecosystems alongside international platforms.

Looking ahead, Max could gain traction beyond Russia. As of April 16, 2026, more than 7 million international users had registered on the platform, with access available to citizens of 40 countries. The highest adoption rates come from Uzbekistan, Belarus, and Kazakhstan.
