Unified Biometric System to Handle Real Estate Registration Approvals

Starting July 1, 2026, Russians will be able to complete real estate transactions remotely using biometrics, without handwritten signatures or in-person visits.

Legislative amendments scrap the current requirement to submit a separate consent form to Rosreestr for electronic registration. Instead, users will verify their identity through the Yedinaya biometricheskaya sistema (Unified Biometric System) using facial or voice recognition. Anatoly Aksakov, head of the State Duma’s financial market committee, said the shift should also reduce fraud risks.

“I am confident that the use of biometric data, properly verified by authorized institutions, will reduce the risk of fraudulent transactions. So far, scammers have not learned how to forge biometric data,” Aksakov said.

The Unified Biometric System is already used for contactless payments, public transport fares, electronic signatures, and services at multifunctional government centers. Extending it to the real estate market will move the entire chain of legally significant actions - from signing contracts to registering property rights - into a digital workflow. Identity verification will rely on a cryptographically secured biometric template of a person’s face or voice.
