Utility Bills to Become Available Through Gosuslugi Portal
Russian President Vladimir Putin has signed a law allowing housing and utility bills to be delivered through the Gosuslugi (State Services portal). The provision is included in legislation supporting Russian Post.

Electronic bills will be delivered to a citizen's personal Gosuslugi account only with the user's explicit consent. A bill will be considered delivered on the day after it is posted to the account, provided the system automatically confirms delivery.
Property management companies, homeowners' associations, housing cooperatives, and utility providers will be required to upload billing documents to the system after signing a paid service agreement with the platform operator. The Russian government will set the tariffs for this service.
Certain categories of citizens, to be determined by the government, will retain the option of receiving paper bills. If the requirements for electronic delivery are not met, the bill will be sent by mail, with the government also responsible for establishing the rules and pricing for postal delivery.
