Russia Plans New Digital Platform to Replace Aging Court System

Russia plans to build a unified digital platform for its federal courts to replace the GAS Pravosudiye (Justice State Automated System). The current system is both technologically and functionally outdated, and much of its server infrastructure requires modernization.

The new platform will be built on domestically developed technologies and will connect all federal courts within a single information environment. Authorities have already completed an assessment of the courts' information systems and infrastructure, the results of which will be used to prepare a long-term development strategy. At the same time, pilot projects using neural network technologies are underway to automate routine tasks and reduce judges' workloads.

According to Sergey Besschastny, Deputy Director General of the Judicial Department at the Supreme Court of the Russian Federation, the new system will be resilient to external disruptions, adapt quickly to changes in legislation, automate routine processes, and provide a more convenient user experience for both judges and citizens over the long term.

Today, GAS Pravosudiye includes about 143,000 automated workstations and 2,700 citizen user accounts. Over the past several years, Russian courts have received approximately 30 million electronic filings through the system.
