Residents of Russia's Khabarovsk Region Are to File Property Documents Using Biometrics

Beginning July 1, residents of Russia's Khabarovsk Region will be able to submit property registration documents remotely using the Unified Biometric System, adding an extra layer of protection for electronic real estate transactions.

At present, filing applications with Rosreestr remotely requires a qualified electronic signature, which must be obtained from a certified authority and configured using specialized software. Starting in July, users will also be able to verify their identity through the Gosuslugi (State Services portal) using biometric authentication. The biometric verification system will work alongside the qualified electronic signature rather than replace it.

"Biometric authentication is being introduced as an additional verification factor alongside a qualified electronic signature. Combining these two authentication methods will improve the security of electronic real estate transactions and provide additional protection for citizens' property rights. This is another step in digital transformation that will shorten processing times for Rosreestr services and make them even more convenient for users," said Elena Semchenko, deputy head of Rosreestr's Khabarovsk Region office.

The use of biometrics will remain voluntary. Through the Gosuslugi portal, users will be able to check the status of their biometric enrollment, withdraw consent for data processing, or delete their biometric data from the system at any time.
