Russia Upgrades School Security With Protected IT Infrastructure

Kaliningrad Region deploys secure networks and video surveillance systems across schools to strengthen safety and digital access

Authorities in Russia’s Kaliningrad Region have modernized the digital infrastructure of 45 schools, funding the project through federal subsidies, with implementation carried out by MTS. The upgrades include secure wireless access points with protected data transmission and surveillance cameras installed at main and secondary entrances. The cameras capture high-resolution video, cover large areas, and operate at night. Video feeds are routed to a unified regional monitoring and data storage system.

Video Analytics Enhances Oversight

The new infrastructure is designed to support video analytics services. The system can automatically detect suspicious situations and alert relevant services, reducing response times and limiting the impact of human error. Monitoring runs continuously around the clock.

“Modern digital learning environments are primarily tools for equalizing educational opportunities. Our goal is to ensure that every student, whether in the regional center or a remote settlement, has access to advanced knowledge, leading educational platforms, and modern equipment. We are building a unified ecosystem that makes education for students in Kaliningrad Region more interactive and accessible. This forms the basis for developing talent for the regional economy. We are also placing special emphasis on upgrading video surveillance systems to improve safety in the learning process,” said Kaliningrad Region Governor Alexey Besprozvannykh.

MTS representatives noted growing demand for digital security systems.

“Video surveillance and analytics are becoming part of broader digital security infrastructure across sectors, from education to urban and commercial environments. We are seeing sustained growth in demand for these solutions from organizations in the region. According to our data, Kaliningrad Region led Northwestern Russia last year in growth of investment in intelligent video surveillance systems,” said MTS regional director Anna Khlevtova.
