Russian Citizens to Rate the Performance of Gas Stations

In 2026, Russia will launch a public evaluation system for gas stations — a digital tool that could set a new national standard for transparency, competition, and citizen participation in service quality oversight.

Building a Citizen-Driven Oversight System

Russia’s Ministry of Economic Development has announced plans to pilot a public rating system for gas stations in 2026.

The initiative is designed to make service quality more transparent, empower citizens to assess station performance, and foster fair competition in the fuel retail sector. According to officials, the ratings will be publicly accessible and integrated into the country’s regulatory framework, helping businesses adapt their operations based on consumer feedback. The project, developed in partnership with Rosstandart, will serve as a testbed for future public rating systems in other industries.

This citizen feedback mechanism is part of a broader strategy to modernize regulatory oversight. By publicly displaying service ratings, authorities aim to reduce the number of consumer complaints and encourage a higher standard of customer care.

The system will also strengthen anti-monopoly measures and improve public trust in regulatory institutions — key objectives for Russia’s ongoing economic transformation. The initiative represents a step toward greater transparency and accountability in the fuel market, accelerating the transition to measurable quality standards and reinforcing corporate responsibility.

Testing, Adapting, and Scaling the System

If successful, the pilot will expand nationwide, covering all regions and most service stations. It may also be integrated with other public monitoring platforms, including utilities, transportation, and consumer services, eventually forming a unified digital ecosystem for citizen evaluations. Officials suggest that the system could even be exported to other CIS countries and developing markets as a model for transparent service oversight.

The rollout will require robust IT infrastructure, including web platforms, mobile applications, and APIs for gas station operators. The first phase, expected to last through 2026, will focus on gathering feedback and educating both operators and consumers on how to use the platform. Challenges are anticipated — from attempts to manipulate ratings to data verification and limited resources among smaller operators. A unified assessment methodology will also need to be finalized to ensure fairness and consistency across the system.

Integrating with Russia’s Broader Digital Governance Strategy

The public rating initiative aligns with Russia’s national strategies for digital transformation and regulatory reform.

The Federal Antimonopoly Service and the Ministry of Economic Development are already refining related frameworks for market behavior monitoring and evaluation.

The idea of transparent service quality control is reflected in long-term strategic documents, such as the “Forecast of Long-Term Socio-Economic Development of the Russian Federation until 2030,” which emphasizes modernization of oversight mechanisms and service regulation efficiency.

The rating system for gas stations has been formally included in the 2026 roadmap for improving supervision and public accountability. If implemented successfully, it could serve as a starting point for broader adoption of public evaluation systems across multiple sectors — from housing and transportation to automotive and energy services. By 2027–2028, officials expect full-scale integration with government digital platforms, including the national e-services portal and mobile apps, transforming the system into a new standard for service quality competition.
