Russia to Launch Nationwide Anti-Fraud Platform to Combat Cybercrime
Starting in 2026, the country will deploy an integrated “Anti-Fraud” system linking banks, telecoms, and government agencies to stop scams before they spread.
Russia is preparing to roll out a large-scale digital platform designed to counter online and phone-based fraud, one of the nation’s fastest-growing criminal threats. The initiative, announced by State Duma Deputy Anton Nemkin at the Spectrum-2025 forum, will unite financial institutions, telecom operators, and government regulators into a single data-driven defense network.
The “Anti-Fraud” platform will monitor transactions and block suspicious activity in real time, allowing authorities to react to emerging schemes before they reach mass scale.
Smarter defense through education and AI
Beyond the new tech infrastructure, the government plans education programs for vulnerable citizens and cybersecurity training for entrepreneurs. Regulators will also tighten oversight of SIM-card sales and personal data protection to reduce identity-related crimes.
Another part of the initiative focuses on AI-powered tools for detecting and labeling deepfakes, as manipulated audio and video increasingly fuel online scams.
Taken together, these measures mark one of Russia’s most comprehensive efforts yet to build a national anti-fraud ecosystem—one that combines technology, regulation, and awareness to outpace the country’s rapidly evolving cybercriminal networks.
