Russian Developers Filed Over 30,000 Software Registration Requests in 2025
The surge highlights growing government support for domestic tech and a push toward digital sovereignty.

Russian software developers have filed more than 30,000 applications to register new digital products in 2025, according to Rospatent head Yury Zubov. Of those, 25,900 were for software programs and another 3,900 for databases.
Zubov noted that the number of filings has been rising steadily since 2021, driven by expanded government incentives under Russia’s “Digital Economy” program.
Building a stronger domestic tech ecosystem
Most applications came from Moscow, St. Petersburg, and the Moscow region, with Voronezh and Tatarstan also among the leaders.
To further accelerate innovation, a new collaboration platform for Russian software developers launched in 2024. The network, which now includes about 500 companies, serves as a hub for sharing expertise, streamlining workflows, and fostering partnerships.
Experts speaking at the Kuban CSC 2025 Forum said initiatives like this are crucial for building a strong, independent, and competitive tech sector capable of thriving in global markets — a cornerstone of Russia’s broader strategy for technological sovereignty.
