Rosseti Raises Capital Through Digital Financial Assets for the First Time

Rosseti has completed the first issuance of digital financial assets in Russia’s power grid sector, raising 2 billion rubles (about $22 million).

The issuance has a three-month maturity period. The interest rate was set at the Russian central bank’s key rate plus 0.75%, which currently represents the lowest margin among all corporate DFAs in circulation on the Russian market. In practical terms, the deal allowed Rosseti to secure borrowing on highly favorable terms.

The funds will be used for bridge financing, allowing the company to cover operating expenses tied to its investment program before longer-term financing arrives. The mechanism is designed to keep infrastructure projects moving without delays caused by funding gaps.

The transaction was carried out on the Tokeon (digital financial asset platform) platform, which is part of the PSB Group, under a strategic cooperation agreement between the two companies. Digital financial assets, or DFAs, remain a relatively new financing instrument in Russia. They are issued and traded in digital form on specialized platforms, which can simplify and accelerate fundraising compared with traditional bond offerings.
