Russia Is Creating a State System to Govern Artificial Intelligence

At the level of a national commission, authorities plan to consolidate regional best practices and issue guidelines for using new technologies.

Russia is in the process of building a state system to govern artificial intelligence technologies, the government said. Speaking at a meeting of the national Data Economy project commission, Deputy Prime Minister Dmitry Grigorenko said regions need to be more deeply involved to scale AI deployment nationwide. In cities across Russia, neural networks already monitor traffic and residential areas, track air quality and industrial emissions, observe behavior in public spaces, help locate criminals and missing people, and monitor natural resources. Sharing successful regional experience, he said, is now critical, and the State Council commission will serve as the platform for that cooperation.

A Central Hub and a Legal Framework

“Large-scale deployment of AI means using the technology effectively in key sectors across all regions of the country. To speed up this process, it’s important not just to create new solutions, but first and foremost to establish systematic knowledge sharing. We need a comprehensive picture of how regions are already using AI and where they see the greatest impact,” Grigorenko said.

He added that the commission will collect and process proposals from regional governments and effectively act as the central headquarters for AI deployment.

The meeting also addressed a draft law on artificial intelligence. The legislation is expected to cover six areas: criteria for what qualifies as Russian AI, content labeling, the rights of developers and users, the development of core definitions, sector-specific rules for AI use, and copyright for AI-generated content.

“When regulating AI, it’s important to maintain balance. On the one hand, we need to mitigate risks in areas where the cost of error is too high. On the other hand, we must not slow technological progress or suffocate it with excessive regulation,” Grigorenko said.
