In Russia, Apartment Owners Hold Meetings Through a Mobile App

Across the country, residents are using a government-built app to manage apartment buildings remotely, pay bills, and even vote on community issues without leaving home.

In Russia, housing management has gone digital. Homeowners are increasingly turning to mobile apps to handle everything from utility payments to building maintenance. One standout example is Sevastopol, where nearly 34,000 residents use the “Gosuslugi.Dom” app — a government-developed platform — to manage their apartment complexes. Since its launch, about 250 homeowners’ meetings have been conducted entirely online, allowing residents to make decisions about communal property and neighborhood improvements from anywhere.

Built under the national “Data Economy and Digital Transformation of the State” project, the app offers a full breakdown of charges, a payment history, and one-click bill settlement. Users can file service requests with their building managers or call emergency services directly from the app.

The platform is also designed with fraud prevention in mind. Fake invoices, misleading announcements, and other scams are blocked at the system level, making it harder for bad actors to exploit residents.

The spread of tools like “Gosuslugi.Dom” shows how digital technology is becoming embedded in the everyday lives of Russians. By enabling remote participation in community decisions and real-time communication with management companies, such platforms are making housing services more transparent, secure, and convenient.
