Rostelecom and Moscow HSE University Back AI Startups for Government Administration

The new accelerator is designed to help create projects tailored to the real needs of regional authorities. Government agencies, residents, and IT professionals all stand to benefit.

At SPIEF 2026, Rostelecom and Moscow HSE University reached an agreement to cooperate on supporting AI startups focused on the public sector. The partners will launch an AI solutions accelerator. The initiative will begin with an assessment of the digital maturity of Russia’s regions and the practical needs of government agencies. Based on those findings, the partners will develop an educational program to help startups adapt their products to public-sector requirements. Applications for the new accelerator are being accepted through June 30.

Easy Entry Into the Public Sector

The agreement serves as a bridge between government demand for AI and the market of emerging technology companies. It offers startups a clearer and more accessible path into the public sector, where strict security requirements, certification procedures, integration with existing systems, and lengthy procurement cycles have traditionally created significant barriers.

Rostelecom will provide infrastructure for participants, while Moscow HSE University will contribute its research and educational capabilities. The AI solutions developed through the program are expected to help government agencies process public-service requests more quickly and improve service delivery for residents across the country.

To Each Region According to Its Needs

A dedicated market for applied AI solutions for government agencies is beginning to take shape in Russia. Studying regional differences in digital maturity, which currently vary considerably across the country, will help identify the specific products that are needed today. The effort is also linked to the Ekonomika dannykh i tsifrovaya transformatsiya gosudarstva (Data Economy and Digital Transformation of the State national project). In practice, the new accelerator could become a mechanism for modernizing government administration through concrete Russian-developed technologies.

Once new solutions prove effective in the domestic market, the most broadly applicable products could be introduced in friendly international markets. Demand for Russian technology solutions already exists in BRICS countries, Southeast Asia, the Middle East, and across the post-Soviet region.

More Digital Tools, Better Services

AI is playing an increasingly important role in Russian government administration. In 2024, Mintsifry announced plans to integrate generative AI into Robot Maks (Max Robot), the digital assistant on the public services portal. That same year, Sber and the Ministry of Finance developed an AI agent for the Elektronnyy byudzhet (Electronic Budget) system. During 2025 and 2026, regional governments also began expanding the use of AI in public services. In the Moscow Region, for example, AI is already being used successfully to conduct preliminary reviews of documents submitted through the regional public-services portal.

In 2026, Mintsifry unveiled a prototype of a national AI assistant built on top of government digital services. Such an assistant could become a single interface for everyday citizen needs, from scheduling medical appointments to interacting with a wide range of digital government services. The new accelerator involving Rostelecom is also a direct continuation of the company’s work with startups, including its participation in evaluating technology projects at HSE Fest 2026.

From Idea to Real Product

The Rostelecom-Moscow HSE University accelerator could move Russia’s AI industry to a significantly more advanced stage of development by helping professionals build products around clearly defined real-world needs and bring them to deployment more quickly. Following the regional assessment phase, the next steps are likely to include selecting teams and launching pilot projects in individual regions. Among the most promising application areas are intelligent document processing, analysis of citizen requests, AI assistants for government employees, automation of routine administrative workflows, and data analytics for regional administration.

If Rostelecom and Moscow HSE University succeed in helping startups navigate the path from an initial concept to a secure, scalable product, the initiative could become an important part of Russia’s government technology ecosystem.
