Russia Passes Landmark Data Center Law—Bans Crypto Mining on Their Premises

In a decisive move to bring order to its digital infrastructure, Russia has officially enacted a federal law regulating the operation of data centers

Recently greenlit by the Federation Council, the legislation introduces a legal framework for managing and certifying data centers across the country—while drawing a clear red line: no crypto mining allowed.

Under the law, a data center is now legally defined as “a complex of buildings, premises, or their parts equipped with engineering systems to host hardware that processes and stores data.” While that may sound dry, the implications are anything but. The Ministry of Digital Development will oversee a national registry of all certified data centers, ensuring each one meets strict cybersecurity and operational standards.

One key clause bans the use of registered data centers for any form of crypto mining or the organization of mining pools—a direct response to surging energy consumption and regulatory gray zones tied to the blockchain economy.

The law also extends government control beyond server racks: until 2030, the Cabinet gains the authority to regulate SIM card distribution in border areas and newly incorporated regions, including setting deadlines after which certain numbers can no longer receive service.

Set to take effect upon official publication, the legislation marks a major shift in how Russia approaches digital infrastructure, data sovereignty, and cybersecurity. Experts say it lays the groundwork for a more secure, efficient, and legally sound data ecosystem—one where raw compute power isn’t left to run wild in the name of crypto profits.
