Irina Morgunova Says Digital Technologies Are Making Russian Cities Safer and More Comfortable

Russian experts say the widespread rollout of technology has significantly improved road safety.

In Russia, 2025 became a year of technological experimentation on the roads. That is the assessment shared with IT RUSSIA by Irina Morgunova, a road safety engineer, expert at the People’s Front, and head of the organization Road Safety Assurance.

“We are now seeing truly widespread adoption of smart technologies in the urban environment. AI-powered cameras monitor order, parking compliance, and traffic rules, and track the behavior of e-scooter riders. AI identifies violators in photos and video footage, flags irregular situations, and even issues fines. All these technologies are already bringing order to streets and roads and showing how digital tools can be used for the benefit of the public,” Morgunova said.

Monitoring Asphalt Quality

Russian solutions are also being used to monitor road conditions. Technologies developed by NtechLab detect potholes, bumps, open manholes, and other obstacles on roads. At the Research Institute of Building Materials, a dedicated AI laboratory has been created to monitor the quality of road surfaces.

“There are many initiatives, and all of them are useful and timely. What matters is that they move beyond the experimental stage to widespread deployment, reaching even smaller regions. Today, there are government programs that make this possible. Regions themselves see clear benefits in adopting digital solutions that help address long-standing issues in new ways – from urban services and safety to comfort and a high standard of public amenities,” Morgunova said.
