Russia Authorizes Doctors to Use AI in Telemedicine

Starting September 1, 2025, Russian doctors can officially use artificial intelligence systems in telemedicine, a move aimed at boosting diagnostic accuracy and patient safety.

As of September 1, 2025, new telemedicine regulations approved by the Ministry of Health have taken effect in Russia. The most significant change is the official authorization for physicians to use AI systems during delayed consultations and in organizing medical councils.

According to the decree published on the legal information portal, healthcare workers are now allowed to employ specialized AI-based software—clinical decision support systems. These technologies help doctors remotely analyze vast amounts of data, including test results, medical images, and patient histories, enabling faster and more accurate diagnoses and treatment plans even without direct, real-time contact with patients.

Another key change strengthens patient safety. The Ministry expanded the list of medical professionals required to respond promptly to critical deviations in patient health metrics, including those flagged by AI. Responsibility now extends not only to the attending physician, but to any healthcare worker involved in monitoring the patient.

The decision marks another step in the integration of advanced technologies into Russian healthcare.
