Russia’s Big Four Carriers Make National Messenger MAX Unlimited

Starting this fall, subscribers of Russia’s largest mobile operators can use the national messenger MAX without consuming their main data packages.

Russia’s four major telecom operators—T2, Megafon, MTS, and Beeline—have announced that their subscribers will be able to use the national messenger MAX without limits. The Ministry of Digital Development also confirmed the information.

There is one important condition: the option applies only if the subscriber’s plan includes unlimited messenger traffic. All members of Russia’s ‘Big Four’ provide such plans. With the feature enabled, users can exchange messages, make calls, and use all functions of the app without tapping into their main internet data allowance.

Earlier reports noted that MAX was integrated with the Gosuslugi state services portal, a process that required approval from the Federal Security Service and compliance with numerous regulations. In addition, as of September 1, 2025, MAX has become mandatory for preinstallation on all new smartphones sold in Russia.
