Russia Moves to Provide Free Wi-Fi in All Colleges and Universities

A new bill introduced in the State Duma would require every higher education and vocational college in Russia to offer free Wi-Fi, aiming to reduce digital inequality and modernize the education system.

On the first day of September, Russian lawmakers submitted a draft law mandating free Wi-Fi access in all higher education institutions and vocational colleges across the country. The proposal marks another step toward strengthening Russia’s digital sovereignty and embedding advanced communications technology into public life.

The initiative is designed to create a unified, accessible digital environment for students and faculty. According to the draft, free Wi-Fi must be made available in all campus buildings to every participant in the educational process.

Supporters of the bill argue that it will eliminate digital inequality between schools in different regions, increase the efficiency of the learning process, and raise the overall quality of Russian education through the integration of modern technological solutions.

The legislation represents the next stage in building a cutting-edge, technologically independent national communications system, fully integrated into Russia’s key social sectors.
