Russia to Build Its Largest AI Data Center

The project will create a new backbone for artificial intelligence in Russia, built largely on domestic hardware and designed to support startups as well as large-scale computation.

The state-owned company Atomdata (part of Rosatom) and VSP Global will construct Russia’s biggest data center for artificial intelligence. The IT cluster, called “DolIIna,” will rise in Pavlovsk, in the Leningrad region.

The facility will include five buildings with a combined power capacity of 50 megawatts and up to 3,000 server racks. It is designed to handle both conventional IT workloads and intensive AI computations using liquid cooling systems that can deliver up to 100 kilowatts per rack.

The center’s projected Power Usage Effectiveness (PUE) is just 1.2, achieved through advanced adiabatic cooling methods. The cluster will be equipped primarily with Russian-made hardware and built next to a high-capacity substation and gas pipeline to ensure reliable and redundant power supply.

Russia is currently seeing strong demand for GPU rental services. The new data center is expected to become an open platform for small businesses and startups, offering them access to infrastructure typically dominated by major players.

In addition to computing power, the DolIIna campus will feature a 40,000-square-meter public and business space.
